Attorney General Ken Cuccinelli says a proposed constitutional amendment to limit the governemnts taking of private land has its best chance in years to emerge from the General Assembly.Long a proponent of limiting eminent domain,Cuccinelli spoke Tuesday to leaders of the Virginia Farm Bureau in Richmond who were there to lobby state legislators.
